The result was a Constitution that divided powers between two levels of government, each sovereign in its own sphere.<\/p>\n<p data-start=\"2935\" data-end=\"3315\">Under the Constitution Act of 1867, Ottawa was given authority over national matters such as defense, trade, currency, and criminal law, while provinces retained jurisdiction over education, health care, and local governance. On the other, it has fostered intergovernmental disputes, especially regarding fiscal transfers, natural resource management, and environmental regulation.<\/p>\n<p data-start=\"3713\" data-end=\"4090\">Quebec\u2019s unique status remains the most prominent example of federal tensions. The province has consistently demanded greater autonomy, leading to constitutional crises in 1982, failed accords in the 1980s and 1990s, and two referenda on sovereignty. Although Quebec remains within the federation, its pursuit of distinct recognition continues to influence Canadian politics.<\/p>\n<p data-start=\"3713\" data-end=\"4090\"><!--nextpage--><\/p>\n<p data-start=\"4092\" data-end=\"4345\">Western Canada has also voiced frustrations with federalism, particularly concerning equalization payments and energy policy. The rise of populist movements in Alberta and Saskatchewan reflects longstanding grievances over perceived federal overreach.<\/p>\n<p data-start=\"4347\" data-end=\"4699\">Despite these tensions, Canadian federalism has proven remarkably adaptable. Mechanisms such as First Ministers\u2019 Conferences, fiscal federalism, and intergovernmental agreements allow for constant negotiation and compromise.
